Then the Lord answered Job out of the whirlwind and said:

From commentary - This is the speech God made to Job. The speech is on of remonstration with Job. The emphasis is on the vindication of God for Job's suffering. The speech appears to be an interruption of Elihu. The text does not indicate that Elihu finished. God had heard enough of Elihu and so interrupted him to speak to Job.
Elihu mentioned the whirlwind. With the thunderstorm coming upon them, a whirlwind was evidently involved. God chose that phenomena from which to speak.
