For God hath put in their hearts to fulfil his will, and to agree, and give their kingdom unto the beast, until the words of God shall be fulfilled.

"Until the words of God shall be fulfilled" is referring to the destruction of Babylon. The destruction of Babylon in the next chapter takes place after the seventh vial is poured out at the end of Daniel's 70th week and takes one hour. Today, Babylon is the United States.
