The Lord saw that the wickedness of man was great in the earth, and that every intention of the thoughts of his heart was only evil continually.

There was a lot of wickedness and sins among all the people that God created. God was sorry that He created man as this was not His intentions for the way man to live. But God saw favor in Noah and told him to build an ark as He was going to destroy all of the earth.
